Previously, he was Diocesan Bishop of the Diocese of Belize. Before his consecration as Bishop of Belize, Sylvestre Romero was the Hispanic Minister in the Diocese of El Camino Real and participated in developing a model for cross-cultural ministry, initiating a program for the training of Hispanic leadership and preparation for ordination. In Guatemala, Sylvestre Romero administered a rural program that included agricultural development, education, and medical services. After an earthquake in Guatemala, he headed the construction of houses and opened a high school for over 100 students. Having begun his theological training in Guatemala and having completed it at the Church Divinity School of the Pacific, Bishop Romero is sensitive to Hispanic culture and understands the life of The Episcopal Church in the United States and the ministries that are required in these times in this culture. The Reverend Dr. Winfred Vergara has studied and ministered in three countries. In the Philippines, where he was born and ordained in the Iglesia Filipina Independiente, Vergara received an AB in Political Science and an MDiv at St. Andrew's Theological Seminary. In Singapore, he obtained a Masters in Theology and served as missionary priest of St. Andrew's Anglican Cathedral for six years. He completed a Doctor of Ministry at San Francisco Theological Seminary and served as Asian research coordinator for the Presbytery of San Jose. In late 1988, he was appointed Asian Missioner for the Episcopal Diocese of El Camino Real where he served along with Bishop Sylvestre Romero who was then El Camino's Hispanic Missioner.
